HIPA (Haryana Institute of Public Administration) is a top State Training Institute sponsored by the Haryana Government. The Public Administration was established in the year 1983 with the aim of providing research, training and consultancy to progress the effectiveness and efficiency in the administration department. HIPA endeavors to appreciate its goals by improving the expert skills, knowledge and along with necessary attitude for enhanced performance of an entity and of the organisation as well. Seminars and Workshops:
In view of growing multidisciplinary approaches, the Institute conducts seminars and workshops so as to facilitate frequent interaction among the administrators, academicians and professionals on various subjects of interest.
Training Programmes of the Institute:
For Haryana Civil Service (Executive Branch) probationers and for IAS probationers allotted to the Haryana cadre as well
In Service Training for HCS:
The HIPA organizes obligatory in service training programmes for the officers of HCS (Executive Branch).
Foundational Training Programmes:
For the Government Department’s ‘A’ & ‘B’ category officers of all appointed through Haryana Public Service Commission.

Subject Specific Short-Term In-service Training Programmes:
The HIPA organizes subject-specific in-service training programmes for State Government’s different departments’ officers on various areas.
Training Courses for Ministerial Staff:
The said programmes are organized to improve the efficiency of officials right at the cutting frame level; the Institute also conducts training for supervisory level and class III employees of the State Government through its SMS (Secretariat Management School) Gurgaon and Divisional Centre (DTC), Panchkula.
Need-based Training Programmes:
The said programmes are organized for a variety of Boards / Corporations and other self-governing bodies of the Central and State Government.
Department of Personnel and Training (Government of India) HIPA:
HIPA accomplishes different training programmes funded by DOPT, GOI (Government of India ) such as 1-week/3-weeks in-service training programmes for IAS officers. In addition, some training programmes on subjects funded by several other International & National Agencies are also conducted.
